And discipline here means not blowing up the settlement layer to fund a single budget line. But watch the signals. The first is a legal ruling from the EU Court of Justice on the legality of using the principal. The second is Russia's response to any incremental step. The third is Ukraine's own fiscal data in Q3. If Kyiv cannot pay its troops, the negotiation posture changes overnight. Arbitrage finds truth where noise ignores it. The truth here is that Zelenskiy's proposal is not a request for cash. It is a request for the West to burn its own credibility as a neutral custodian. The €27 billion is the price tag. The cost to the global financial system will be measured in basis points for decades. That is a trade I would not take. The risk-reward is inverted. Code executes what words promise.
